Northwest Clean Air Agency

The Northwest Clean Air Agency (NWCAA) is one of seven regional air quality control agencies located throughout Washington State. It was established in 1967 after passage of the Washington State Clean Air Act (RCW 70.94). The agency is responsible for enforcing federal, state and local air pollution regulations in Island, Skagit and Whatcom counties.

Kirsten Woodsmith's 2008 senior project involved forming a committee of adult volunteers to install a photovoltaic (PV) system at Anacortes High School. Even after she graduated and moved on to college, her well-written grant proposal was used by the committee to pursue local funding. The Northwest Clean Air Agency provided the majority of the financial support for the PV system itself, while community members (led by Eric Shen), teachers and students carried out the design and installation process in the summer of 2009.
